Help - Refund of paid fines without a digital certificate or an e-ID card
It describes the procedure to apply for the refund concerning an
infringement procedure without the need to install a digital
certificate or to use an e-ID card. In this case, it is possible to
apply for a refund just entering the file reference number and the
total amount of the fine.
Please keep in mind the following:
DGT has a tool to apply for the refund of wrongfully paid amounts that may arise from the payment of fines. The user may apply for the refund of a paid fine when:
You can apply for the refund of a paid fine using any of the means at your disposal: at Post Offices, at Caixabank branches and ATMs, by telephone, online, at our Traffic Departments or to the traffic officers of the Guardia Civil.
Please note that DGT only processes refunds of traffic-related offences under our competences; if the City Council is the issuing body please contact them to be informed of how to proceed.

- This system is optimized for Microsoft Internet Explorer 11.0 or above and Mozilla Firefox 48.0 and above, for screen resolution of 1024x768 pixels.
- This is a responsive system; it allows to display the application on several devices. From desktop computers to tablets and mobile telephones.
DGT has a tool to apply for the refund of wrongfully paid amounts that may arise from the payment of fines. The user may apply for the refund of a paid fine when:
- He/she encountered a problem when paying the fine.
- He/she has double paid or overpaid.
- He/she has paid the total amount of the fine, when being entitled to a 50% reduction.
- Following an appeal which has been resolved in favour of the user and DGT must reimburse the amounts paid.
- Dismissal of the sanction.

1.- DETAILS OF THE REFUND
The first step is to identify the person applying for the refund and
the fine/fines object of the request.
Payment of fines without a digital certificate: the person making the payment may be different to the offender so, for control purposes, it is essential to identify the person concerned. When selecting this option without a digital certificate, the following details concerning the person conducting the operation shall be required:

The refund of one or more fines may be requested at the same time by clicking on the following buttons:
Payment of fines without a digital certificate: the person making the payment may be different to the offender so, for control purposes, it is essential to identify the person concerned. When selecting this option without a digital certificate, the following details concerning the person conducting the operation shall be required:
- Type of identity document:
- NIF (Tax identification Number)
- NIE (Foreigner Identification Number)
- CIF (Tax Identification Code)
- PASSPORT (For NON resident foreigners - lacking a NIE)
- OTHERS (for those cases when they provide an identification document other than the abovementioned ones)
- Identity document number (Compulsory): Document
number according to the format of the selected type.
- Name or Business Name (Compulsory). The Business Name
shall be entered only if the payer provides a CIF; otherwise they
will enter the Name.
- First surname (it is Compulsory in all cases except
if a CIF is used, in this case it can be left blank).
- Second surname (if a CIF is used, it can be left blank).
- Telephone number (Compulsory): Telephone number of the person concerned.
- Email address: The email address to which the result of the operation shall be sent.
- Province (Compulsory): Province of residence of the person concerned.
- Municipality (Compulsory): Municipality of residence of the person concerned.
- Post code (Compulsory): Post code of the person concerned.
- Type of road/street (Compulsory): Type of road/street where the person concerned lives.
- Name of the road/street (Compulsory): Type of road/street where the person concerned lives.
- Number (Compulsory): Number of the building where the person concerned lives.
- Block: Block within the building where the person concerned lives.
- Floor: Floor on which the person concerned lives.
- Door: Door where the person concerned lives.
- Means of notification:
- By postal mail
- Electronic Mailbox for Traffic Issues
- Bank account number (Compulsory): Bank account number of the person concerned into which the requested amount shall be paid, if appropriate.
- Reasons for the refund (Compulsory): Reasons why a
refund is requested. These may be due to:
- Responsibility of the City Council
- Revocation
- Cancellation
- Discount
- No need to adjudicate
- Duplicate payment
- Modification of the amount
- Court judgement
- Others
- Additional details: Space for adding any other information that the person concerned considers to be necessary.
- Provincial Traffic Department (Compulsory): Identification of the provincial traffic department.
- File Reference Number (Compulsory): one or several file reference numbers may be indicated; each file is made up of 12 digits.
- Amount (Compulsory): Amount to be reimbursed to the person concerned.

allows adding a file reference number when clicking on the button:
- Button Download estimate in PDF: The system creates the refund request, if no errors in the data provided are found.
- Button Create refund file online: The system creates the refund file; to perform this operation the user must authenticate by means of a digital certificate.
2.- DETAILS OF THE REQUEST
Once the request has been performed, the result of the operation is
shown together with the assigned number; this number must be kept in
the event of a complaint. Besides, proof of the created request will
automatically be downloaded.
It is recommended to keep the receipt for a reasonable period of time, should it be necessary for future action.

3.- PROOF OF THE REFUND REQUEST

complaints / appeals.
4.- FREQUENTLY ASKED QUESTIONS
The list below displays the possible errors that may occur on the
computer application:
- The system is not available: This error can occur
when one of the systems that is associated with the application
returns an error.
An on-screen message is shown: The system is not available. Please try again later.
Solution: try again later and, if the error persists, you should contact the customer service department by dialling 060; you should indicate the type of error and how this error was generated.
- Errors concerning the data provided: The data
provided are verified. Should any data be incorrect, the system will
state the reason for such error. An example of this type of error is
shown below.
